Universal Service Provision Secretariat

The Universal Service Provision Secretariat is responsible for the day-to-day administration of the Universal Service Provision Fund. USPF is also responsible for identifying access gaps and designing incentives and initiatives that would promote the rollout of sustainable ICT services in rural, unserved and underserved areas.

Special Duties

The Special Duties Department reports to EVC and is responsible for the Management and Operation of Emergency Communication Centers (ECCs) and the Identification, Management, Execution and Monitoring of PPP projects.

Digital Economy

The Digital Economy Department is responsible for monitoring the progress implementation of the Nigerian National Broadband Plan (2020 - 2025) and the National Digital Economy Policy and Strategy.

Human Capital

The Human Capital Department is responsible for the effective and efficient operations of the Commission’s workforce through a balanced talent management, optimized skilling and career growth development. The Department is also charged with providing all necessary support, guidance and policies on all employee related affairs.

Our Mandate

The mandate of the Nigerian Communications Commission is established in the Nigerian Communications Act 2003, which was signed into law by the President, Chief Olusegun Obasanjo (GCFR) on the 8th of July 2003 after being passed by both Houses of the National Assembly. The Act provides the NCC with the capacity to properly carry out its Regulatory functions and activities.
