The Executive Commissioner - Technical Services (ECTS). The Office of the ECTS is responsible for the Commission's technical regulatory functions. The Office supervises the technical standards, emerging technologies, promotion of technical research for the industry, cybersecurity and internet governance, spectrum and engineering issues in the Nigerian telecoms industry.

Spectrum Administration
The Spectrum Administration Department reports to the ECTS. It is responsible for the management of spectrum resources on behalf of the Commission via the planning, allocation, assignment, and monitoring of the utilization of Radio Frequency Spectrum in the nation. The Department's mandate includes keeping records of all frequency assignments, the calculation and invoicing of frequency fees, and imposing sanctions on erring operators in conjunction with the Compliance Monitoring and Enforcement Department of the Commission.

New Media & Information Security
The New Media & Information Security Department is responsible for the development and implementation of strategies, principles and guidelines to ensure the integrity, security and resiliency of the industry and nation's cyberspace. It oversees the promotion of Internet governance, data protection, and the Commission’s mandate on the efficient management of electronic addresses for the industry in line with NCA 2003.

Technical Standards & Network Integrity
The Technical Standards & Network Integrity Department is responsible for the technical regulation of the industry. Its duties involve reviewing, developing, and issuing Technical Standards aligned with global benchmarks, conducting Quality of Service assessments for operators, managing the National Numbering Plan (NNP), and executing type approvals for communications equipment.

Research & Development
The Research & Development Department facilitates research to better understand emerging technologies and trends in the telecommunications industry, and provide information/data to support the development of principles, standards and guidelines that ensures the continued effectiveness of the Commission. The Department also manages the Commissions Library and Telecom Museum.

Projects
The Projects Department is responsible for the development, monitoring, evaluation and actualization of the Commission’s special intervention and Subscriber Identity Registration projects.

Information Technology
The Information Technology Department ensures that the Commission’s ICT infrastructure is secured, resilient, robust and aligns with the overall operational needs and goals of the Commission.
