Policy For Education Visit / Excursion and Benchmarking Visits to the NCC

The Nigerian Communications Commission is the regulator of communications industry in Nigeria. In its commitment to continually engage stakeholders at all levels, this policy is designed to enhance students’ learning by providing the opportunities for students to participate in non-curriculum activities outside the normal school routine. This involves activities including NCC Museum Visit, NCC Server Room Visit, and listening to Presentations from relevant departments. While Peering Visit is designed to enhance collaboration and co-creation of sustainable initiatives.

Purpose of the Study Tour Visits

The objective of this activity is to increase awareness of participants to NCC activities. The visits are expected to meet educational or learning objectives of the participants as communicated during application process. It is also intended to broaden students’ horizons through interaction with members of staff of the Commission and to enable students to gain a deeper understanding of the communications industry ecosystem.

Purpose of the Peering Visits

This policy guides and regulates peering or familiarization visits by professional and organizational bodies to the NCC. It aims to facilitate structured engagements, promote knowledge exchange, and support mutual institutional development and collaboration in line with our leadership vision.

Scope for Peering Visits

Applies to the following categories:

  • Professional associations
  • Academic institutions
  • Governmental and non-governmental regulatory agencies
  • ICT-related private and public sector organizations 

Benefit of Educational/Peering Visits

The Educational Visit Policy are designed to educate, inspire, and expose students to the workings of a key national institution. These visits offer a unique opportunity for young Nigerians to connect theory with real-world practice.

  • Encourages goal-setting and informed career choices
  • Promotion of Digital Literacy
  • Support for STEM Education

Note: Visits are typically coordinated with school leadership and involve structured sessions, including presentations, safety briefings, and interaction with NCC professionals.

While Peering Visits will:

  • Promote exchange of regulatory and operational best practices
  • Support research, policy development, and professional training
  • Foster national and international collaboration
  • Enhance sectoral understanding and innovation transfer 

Principles

Participants are expected to be of good conduct throughout the visit noting that the NCC building is a work environment. The following qualities are expected of participants:

  • Orderliness: Adherence to instructions and Respect for security procedure is non-negotiable.

Eligibility

Eligibility Criteria for Educational Visits: registered institutions are eligible to apply to visit the Commission in the category of: Primary Schools; Secondary Schools; Universities; Polytechnics and Colleges of Education. 

Eligibility Criteria for Peering Visits: Organizations must:

  • Be duly registered and recognized
  • Demonstrate relevance to the communications sector
  • Submit a formal request minimum 4 weeks in advance, and clearly define purpose, objectives, and expectations. 

Duration

All Visits will be hosted between 9:00am - 3pm on approved dates.

Visiting Days

The visiting day is the last Thursday of every month excluding public holidays. The composition of schools and participants allowed per visit are as follows:

  • Three (3) Schools comprising of Twenty (20) Students each
  • Three (3) Lecturers/Teachers per school

This is designed to foster networking opportunities amongst participating institutions. Where other institutions are unavailable to make up the allotted composition, sixty (60) or less students may be considered to visit from the applying institution.

Sponsorship

NCC provides the resource persons during the study tour program but does not provide travel expenses or any other expenses for participants. However, NCC often provides non-obligatory light refreshment for the visitors during the course of the visit. 

Cancellation of Study Tour

Where a visit is to be cancelled, the visiting institution must do so at least 48hrs before the visit via email ([email protected]). Where this policy is flaunted, the institution will not be allowed to visit NCC for 3 years. NCC retains the right to cancel any study tour visit at its discretion.

Review Process

The Corporate Planning & Strategy Department will evaluate submissions and responses will be sent within 10 working days.

Approval Process

Approvals are subject to internal scheduling and relevance. Upon receipt of application, an acknowledgement is generated and sent via email as a means of confirmation. Applicants are also expected to read the policy and conform to the requirements by the Commission.

Post-Visit Requirements

  • Feedback is encouraged within 7 working days post-visit
  • NCC may consider follow-up collaborations (e.g., research, MoUs) if applicable
