Supply and Installation of Digital Resource Library, Network Upgrade & Hands-on Laboratory for Training Institute

The Government of the Federal Republic of Nigeria has received a credit from the International Development Association towards the cost of the Privatization Support Project and it intends to apply part of the proceeds toward payments under the contract for Supply and Installation of Digital Resource Library, Network Upgrade & Hands-on Laboratory
 
The Nigerian Communications Commission (NCC) serves as the implementing agency for the project; now invites sealed bids from eligible bidders for development of digital resource library, network upgrade as well as provision of hands–on laboratory for its training outfit - the Digital Bridge Institute (DBI). DBI is an International Centre for Telecommunications and Information Technology Studies, a training Institute, established by the Nigerian Communications Commission (NCC), as part of a larger effort to build required capacity for the fast growing Nigerian Telecom Industry. DBI was established as a result of full liberalization /deregulation of the Nigerian telecommunications sector in order to ensure provision of adequate qualified technical and managerial workforce in the country to support the rapidly growing Nigerian telecommunications industry.
 
NCC is desirous to upgrade existing Network of DBI to ensure quick access to classified collection of Information Technology and Telecommunication Study materials for manpower development and a Global directory of Library home page and research product materials by user.  This project will require hardware setup, which includes Web Servers, Workstations, CD Duplicator and copy right materials, which include Electronic Books, Audio training Materials, and Video Streaming materials.
 
Digital Bridge Institute has an existing Network designed using Flat Network model resulting in high network traffic that has hindered the objective of setting up the Network which is to provide an efficient Network backbone for our Video Conference Equipment on our Local Area Network and other Network for Video Streaming, online Training and conferencing. This required upgrading. The Network Upgrade is to transform the existing Network Infrastructure into a hierarchical Layered model Using Routers and Multi-Layered Switches and High Internet Bandwidth connection that will support e-learning and remote site delivery of both short and academic schedule courses.
 

Hands-on laboratory Equipment is required to facilitate training on networking course which would enable the student obtain, after receiving instruction in class, hands-on experience through setting up a Network and configuration required for Network performance, Resilience, Security and Network Management. The required hands-on laboratory equipment includes among others: Network Analyzer, Protocol Analyzer, Hub, Bridges, Switches, Routers, Servers, workstations, Operating Systems. Supply and Installation period is 12 weeks
 

Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, dated “January 1995, Revised January and August 1996, September 1997, and January 1999”, and is open to all eligible bidders  as defined in the guidelines that meet the following minimum qualification criteria: The Bidder should be lawfully engaged in relevant Networking activities for at least 4 years, while during the last 7 years, he should have designed and supported similar systems to at least 2 customers.

All bids must be accompanied by a bid security of not less than US$20,000.00 (Twenty Thousand US Dollars) or an equivalent amount in a freely convertible currency, and be delivered to the address below by 12 noon on July 17, 2006.  They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below.  Late bids will be rejected
